Should Private Invest Companies like Goldman Sachs get involved with Public Social Services?

Recently in Bloomberg Businessweek, an article by Esme E. Deprez titled 'Goldman Bets On Cutting Crime'. The article detailed the effective, cost cutting and social award of public social service, administered under Goldman Sachs, compared to the current public social service. In Boston, Goldman Sachs contracted with non-profit agency ROCA, and together they executed lower crime rates in Boston, with a lower recidivism. This gave to Boston a new portion of the community that are fully integrated and empowered, rather than a $47,000.00 bill (per inmate) per month. What do you think? Should the nation look toward wise collective advisement from private industry like Goldman Sachs? Or should social service remain within the social public servant arena?

 Best Answer:  Goldman and other banking establishments work best as total dictators. Pay up or we foreclose on your home! Social Services most often require compassion, a poor quality for a bank. Most humans are self interested. They desire to extract the most personal benefit for the least corresponding effort. Social Services only works because there are "idiots" out there who want to provide and do not demand any form of effort in return or for exchange in the event. Bums are bums because they only desire to take...ever seen a bum out handing out dollars?

Continuing with the Maslow Theorem: Great Society. Poverty In The USA. This work Maslow Theorem #4 Dome Nation USA details Maslows’  “Expressive Mechanism” within society. It is represented in several of the following events of my reflection (including the purpose of reflecting). As stated in earlier post on this subject, Maslow Theorem represents upward social mobility for the USA. This particular work focus’s on motivation within a collective. In the United States, Maslow details the “Coping Mechanism” by which society adjust to the torment of social upward mobility. This in effect, is restrictive as it stratifies the population. Some endlessly work hard (Puritan Work Ethics) and end up achieving less, due to economically differences.  In Robert T. Kiyosaki’s work he details the payroll system in the United States. Whereby the type of employment and the interval of payment, has an impact on the opportunities accessible. Day labor pay, has less opportunity and thus may seem to be continuously in an non-developing state of existence. Whereas, an annually paid individual, not only gains from the interest on his pay, but the asset of its value. The day labor individual, thus ends up coping to exist in the United States. This is the majority of working Americans.




 Two weeks ago a great compassionate nurse, empowered me with 2 statements that were both strength based and self-determinate. She stated to upon discharged, “deterrence is also association based.”  I automatically went into my yeah- yeah but. She stopped me and stated…”and your association in California has been what 2 months and a few weeks.” Which I agreed with, and there after rejoiced as I finally started to awaken to my original "Defaulted" status in California. Seeming association is a deterrent then maybe Margret Finn and Juan Johnny Garcia should have consider that when placing clients as roommates.

INDIVIDUAL PROFILE:
I took the nurse statement further- it attends to the entire scoop of an individual’s Biosociopsycho-Spiritual profile. This profile is the unqiue aspects of each of our development and aid case managers and professionals as to what is the most effective approach to assess a client: resulting in self determinate actions. Association as a deterant can be utilize with all social interactions in life. 


She was correct, and that thought has been on my mind since that day. It has sprung recent work in progress post (Sub-Cultural Substance Based Collectives, and Maslow Theorem #4: Dome Nation USA) and mostly prompted me to start a 'reflective' state of mind.  Leaving Phoenix, AZ was a difficult decision. I decided that upon returning to California, I could/must reflect upon myself, within the various environments I had lived since 1989. Somewhere between all of the experiences and self-determinate actions conclusions could be made. Under no circumstance did I intend to let the event Margret Finn go unattended. It would forever alter my life, as I keep my stance on what I instantly feel is correct for me. Based on my prior employment and homeless experiences, I have been correct.



PATTERNS OF OCCURANCE:
In Cleveland, OH while working as a contract employee through Kelly Services for LTV Steel and EDS, some of my more erratic behavior (substance usage) did not affect my job performance. Yet still I (inquisitive as I am) was shocked to find out at the end of my 3 year contract that a department I was transferred to was under an FBI sting the entire time.  At no time was I aware of this, but yet instincts remind me of so many obvious factors which simply seemed out of place.
Moving to Las Vegas seemed no better, when in 2007 while seeking salvation a Salvation Army, another incident involving a FBI sting occurred. At the time I thought it doesn't surprise me. Yet I was upset about the intentional actions of some towards me, as they sought to demean and judicially correct my wrongs-as they saw them unjust.



INDIVIDUAL WIT: DEONTOLOGICAL ETHICS (Right Theory):
Such wrongs as in 2005 when I petition the court clerk in Clark County, NV to prevent an eviction. The eviction resulted from a pre-mature sale of a property in an African American working class neighborhood, where the owners all owned their property and were near or in retirement. The pre-mature sale involved a pre-approved loan finance company in California and their questionable relationship with a local California bank. The pre-mature purchased ended up in a bulk sale of foreclosures purchased by a major banking organization as a regular transaction. The judge attended to my petition and a court hearing was placed over the eviction after the Constable placed the eviction.

MISUNDERSTANDING –FATAL RESULT: ULITIARTIAN ETHICS:
Another time, 2006. I was handed a progress report from a bank. I didn't think much of it at first. Looking at the report longer, I questioned usually activity from various issuing bank. Apparently for some reason all of these accounts had been issued a new card. This report was nationwide, that seemed impossible. After probing further I found out the re-issuing was due to a purchasing error on the manufacturing side. The manufacturing company CSR sales offices was located in Las Vegas, NV. The product was growth hormones, which at the time was causing some consumer confusion. I devised a quick 5 question survey to find out about the purchase and also to see for myself if the FDA PBS mass media notification were effective or confusing. Two questions (opening-after qualifying) focus on customer’s awareness. One asked had the customer seen any of the FDA public service announcements, warning Americans not to purchase growth hormones. The announcements utilized all 3 media forms (print, TV, and radio). The second question asked had the purchaser consulted their doctor before making the purchase. The final two questions focused on the packaging and purchase. These were open ended, and is where the majority of the information regarding the entire telemarketing sales call derived.

I had a sample of over 5 thousand (the original report) which I had to probe and research to identify 50 names with corresponding phone numbers nationwide. I only ended up doing 5 surveys, due to what I had learned. One of the respondents mother purchased the product and died as a result of using the product. This respondent was a lawyer and thanked me for calling seeming she had been waiting for some closure/conclusion-and now was determine on her own to find the facts regarding her mother death.  Another respondent was from Florida and he insisted his sister listen in on the survey since it was his conclusion that the product had killed their father and now began to result in complications of his will and family closure.

It seems that even with the FDA's public service announcement, which may or may not have been observed by the purchaser. These two senior citizens against doctors’ orders, purchased the product over the phone. When the product arrived it was packaged and mailed in such a way that opening it immediately expired any return options (seeming it was medication classified). Apparently 4 or so vials of the fluid liquid could be seen, but no instruction on how to administer the dosages. The Florida respondent his father ended up drinking a vial a week. Resulting in his death. Both respondents stated that they were not happy about the return policy of the unopened monthly arrivals of the product. The lawyer commented she later found out that when her mother made the purchase it was annually and billed as such. Hence she thought the credit card company was looking into the matter legally. Seeming they had sent her mother a new credit card.

REFLECTION DEVELOPMENT:
It is reflections like this that I will be filtering through my mind, from the past 25 years.  Regarding my journey from California in 1989, to Seattle, Alaska, New Mexico, Ohio, Kansas, Missouri, Arizona, Louisiana, North Carolina, New York, Colorado, Oregon, Texas, West Virginal, Pennsylvania, Oklahoma, Michigan, and Alabama. 6 state universities and all spectrums of employment. Never any legal problems until arriving in Las Vegas, NV. During various times I added to the journey, for example 1992 decision to try every drug on the drug chart, later to disclosure my pre-mature thoughts about the effectiveness of drug control and treatment. In 1994 after walking away UNM (after earning my credentials in Sociology) I decided to continue state to state, questioning and experiencing firsthand the state of American employment, especially of working-class/working poor.



I have acquired vast knowledge from CEOs' like Kansas City, Missouri Western Auto. From CFOs' Las Vegas G.C. Wallace Engineering. From small business owners like Mrs. Kim of Silver Spur Hotel and Mrs. Bonnie of Bonnie Springs, NV. There is a chest of trust earned that cannot be detested. Mostly an understanding and acceptance of my very unconventional ways (Chiespirt) which I have always liked about me.

Today I want to really reflect on my 25 year absence from California because now an unresolved issue is 10 fold. In 1988 I enrolled in speech and debate class to complete high school graduation requirements. I was new to the team and tried several categories. At one of the competitions I entered the EXPOSE Reporting category and detailed an observation by me of homeless people under the 5 freeway where I grew up on the city borderline of Costa Mesa and Santa Ana.

The ironic economic image was of the luxurious South Coast Plaza Mall and newly built performance art center. Back then it worried me that society could allow economics and development to over shadow what I considered the right-people helping people thing to do. Today I easily convey Social Democracy as a unifying Maslow Theorem solution. Since 1989 I have witnessed this nation make the better turn towards Social Democracy (I even partially joining a Socialist Party in Cleveland, OH-to find out I love and appreciate our nations Liberty and the resulting Freedom too much). This nation as a whole, still from my perspective desires THE GREAT SOCIETY factors to really provide each and every American the purest form Liberty- to be all they desire to be!  I have been working on the Maslow Theorem, to bring to the attention of nearly 80% of regional HUDs the importance of universal housing in the United States to help complete the lower level of Maslow’s' physiological needs. This nation then will raise to a higher worth and Liberty. I joke that the future holds entirely new class of business owners, individually utilizing their American Liberty to the fullest. New small business, new inventions, new services all due to our move towards Social Democracy.
The last Maslow Theorem post was #3.  Maslow Theorem #4 took some time because of events in Phoenix leading to San Diego and my very unexpected/undesired departure from ASU due to Margret Finn's and Juan Johnny Garcia mal placement resulting in a complete withdraw. As indicated by Margret Finn, “Each of us must take responsibility for their role in this terrible incident.” Seeming I was taking my responsibility of my contribution to our developed event, and Juan Johnny Garcia verbal acknowledged his responsibility: THEN AT WHAT POINT DOES MARGRET FINN JUSTIFY NOT ATTENDING TO THE VERY PRINCIPLE SHE EXPRESSED! As if it does not apply to her.




During spring 2013, seeming ASU does not permit complete withdrawals or drop outs- I had to get approval from two departments (Admissions and Financial Aid) then approval from one of that semesters instructors. All were approved reason being roommate problems. The case manager, agency and phone number was provided. I still can't understand why Margret Finn finds it so hard to tell the TRUTH. Juan Johnny Garcia was honorable towards the end expressing I should have never been placed in that program (it was meant for out of control users) and he hoped that our path cross in the future, career wise. Today I STRESS I will have no in career in social welfare or sociology. ASU represents my last attempt to complete my paper work.  I felt my academic advisor and I at ASU had overcome much. Even to the point of him admitting 4 semester later, that he was not fully confident with my very unusual academic plans. But I had impressed him by keeping to the continued development, while still working towards residence. That semester I obtain a 3.8 gap. I knew I still had much to prove to ASU and myself, in order to actually earn a B.S.W then on to rapid M.S.W. (one year).

The thing that upsets me is only my academic advisors at ASU knew what my intentions would result in, and we worked to help me empower myself to prove it to myself first, before standard evaluation time.  I cannot believe how DISRESPECTFUL. Margret Finn was during our second meeting. Suggesting that I should meet with SWBS Homeless Outreach Director and consider doing my field placement with SWBS. This is a factor often brought up by Margret Finn, especially after expressing good thoughts regarding my resume. I was a housing client who they knew was in the ASU Social Work Program, up for evaluation. What did my resume have to do with housing? And did other clients have a resume.

All was working out fine in Phoenix, until a non-deterrent association (not substance based but former roommate based) sought my attention for trick bag YouTube project and possible fake movie script collaboration. Standard tweeter methods (conventional sub-cult traits) to pull a person into control. I don't fully understand Margret and former roommate affiliation. Nor why Margret and Juan refuse to separation intervention.
All of the above stress in Phoenix slowed down my ability to continue on with my passion Sociology/Social Services...  But I refuse to let my intention/effort be placed aside or disrespected by "professionals" set on assisting me join their organization.  The events of Margret Finn and SWBS still unfold and I post events not attended to or denied by “Margret Finn.  I got writers block on Maslow Theorem #4. I knew I wanted detail Maslow's  work on motivation, but didn't know how to express Maslow's “Coping Mechanism” society basis of Puritan work ethics in the United State verse the "Expressive Mechanism” society (found in  many Asian Nations/cultures). In 'Expressive Mechanism" societies, there is a collective social attending to the unity of society and its existence within the nature living environment. Thus society seeks to keep all in self-observation of “CHI". Take for example Japan’s “Karma Bank” which functions similar to monetary banks, but for people services.


 Upon arriving in San Diego May 28, 2015- I finally fully understood Maslow's "Expressive Mechanism'.  In 2006 I and an associate pursued a non-profit license for my business ideal - of a B-Corp that sought to bridge Eastern Idealism with Western Idealism. I titled the idealism CHIESPIRT (CHI Eastern meaning the way one goes about living.  ESPIRIT Western meaning spirit.) This is Maslow’s' 'Expressive Mechanism'.  We sought to find alternative co-operative interactive solutions for human social conflicts. One of our projects developing Chiespirt, was to have a working example of our business statement mission actualized. We choose to prove to corporate property owners, who own rental properties. That it is cost efficient on their behave and non-restrictive on the tenants behave, to seek workable solutions for housing issues that usaully result in an evictions.

An eviction is something neither party desires, especially when the eviction occurs as a person is experiencing unexplainable societal stress (PTSD). Our case involved an elderly grieving over her sons death. She withdrew from her church seeking answers on her own with GOD. She came in contact with a sub-cultural substance based collective (substance meth). Who took over her apartment, causing choas for her and her neighbors (Note: In Phoenix this similar collective behavior occurred to me at the M. Finn apartment placement. Also I meet several people, elderly who had or was experiencing the same). She was facing eviction. My associate thought I should go check it out.

 I was not shock to find several of the "tweekers" that knew me, but didn't know what my true intentions where, or simply disliked me for one reason or another. Chiespirt was able to explain our organization to one of America's leading property rental corporations, and avoid an undesirable ending for both our client and the property owner. The Chi by which we let our spirit guide us, has always been my life objective.

CHILDHOOD REFLECTIONS OF DEVELOPMENT:
I at a young age,  K-12 always went about tolerance of others regardless of their expressions or actions towards me. I came across as very socially passive, but couldn't understand aggresive social norms.Yet at time refuse to let myself be comprised on factors I felt were not fair.  In 3rd grade (first time) Taft Elementary in Santa Ana, CA. Our school was socially intergrating at the time merging hearing impaired with non-hearing impaired to help over come educational and social differences. I recall my first outstanding teacher, Mrs. Davis who got disappointed with the lower level reading circles self acceptances of being the 'dum-dum group'.



One month she pulled several of us aside from the lower level group, took us in the library and explained what today I now know as educational reseasrch. Her theory was that we did poorly in the reading circle because of the other groups expectation and the text book. She then told us the importance of her theory and how we had the entire library as our text book, within our grade level. After choosing a book of our own decision and writting a report. The grade of that report and our performance would give access to the next grade level. Finally I loved to read and learn. Mrs. Baker proved to me that teachers are more than educators, they are empowerment providers. It was also in this same class that I easily would leave campus at lunch, walk to the park and have lunch there.



 I would return for class on time and no one noticed. Until one recess I was approached by two hall monitors questioning me about being on the other side of the campus alone. Their obligated duty resulted in me not only losing my freedom to utilize my recess and lunch to be alone  but also free time social involvement I did not desire at the time. Such activities as conventional sports and playground activities. My mother was told that the school thought more extra social collective activities would be a good ideal. My mother was overall cool knowing I was not interested in Little League, but being the military mother she is, thought the Cub Scouts would be a good thing. Well today I reflect back and laugh at the wit/ Freuds' subconscious behavior at work. I was determined to not cooperate because I didn't think it was fair. So I would intentional not wear my uniform correct, I would delay task to recieve a badge. The other scouts fully understood my opposition against them in our meetings. At school all was fine, but I made their objective difficult hoping for the day a realization occured. It finally did when my mother and the Den Mother concluded maybe my interest are better else where.

To fully reflect disciplinary actions sometime lead to more serious behavior that must be attended to server and prompt. I had to repeat the 3rd grade because a new 'private-public' school was built and I had to attend. The code of conduct and expectation were higher. At such a honorable academic school, it became the social horror of the school district that a theft existed in the 3rd grade and identifying this individual was complicated taking longer than it should have. I was that theft, stealing from my 'favorite' teachers’ purse for unexplained reasons. Just to do it. I remember the detective coming several times and him one day telling us the seriousness of this. He informed the class that whoever the individual is will be caught. And one day fellow classmate could rest assured that person would be on an Most Wanted criminal poster. Eventually I got caugth and several server action taken, especially at home. The tragedy was Mrs. Melton truely was my favorite teacher. Her father like mines was a performer/music, she lived music and travel like me. However the events which lead to the breaking of that bond I never fully understood why, but knew it was wrong and the implication of those actions.




INTERACTIVE DEVELOPMENT EXPRESSIVE COMMUNICATION:
A later in high school I remember one peer asking me if I recalled the incident. She wanted to make sure I remembered and that she 'prayed' for me knowing I was a good person, troubled but good. It was at that point I understood people who care (friends, family, and elders) will check on you time to time to time: verifying previous behavior has developed into something supportive and utilitarian in essence. Why, because unlike others you hold a higher standard you placed upon yourself, which helps others evaluate themselves. At no time had I denied the event, yet nor was it coffee table conversation except at home and extended family members. That peer helped realize early on people are understanding and people (like her) want to know a person had grown, come full circle and is not ashamed of their past which has made them what they are.  Reason why she is so relivant is after she questioned me I wonder why no one else brought the subject up.  It is imperative that in collective society, that this “Expressive” interaction is norm and always in effect.


HOMELESSNESS USA: MASLOW THEOREM:
Thus today as I am homeless again in San Diego, I have much to consider. Reflecting internally is a skill I developed to help me deal with the "hidden speakers and microphones" which suddenly seemed be present 2007 after returning to Las Vegas. Later after reading the work of Howard Gardner, I learned  Freud used a similar method he termed "self analysis' which involve internal reflecting. Looking inward not outward for understanding of ones true nature and intent. When it comes to sub-cultural collective especially those that are substance based- there seems to be a collective myth that under mines individual will in an attempt to control.  Silence is best in social settings of this type, unless one is fully comfortable with the collective.


In Phoenix, AZ due to neglecting case managers and quasi qualified assistants, I observed another level of sub-cultural collective within the counseling field.  The second housing opportunity in Glendale, AZ gave me the surface to continue Margret Finn expression and check myself and theory. At the same time I naturally expected several task force and CB to do their own studies. I understood the Community Bridge organization offer opportunities to prior users to become experience role models and navigators. This just reminds me to much of 1992 Q.C.D.C unqualified staff in direct interaction with clients. My CB navigator always got me fired up about Margret Finn to find out later from her, that she knew Margret Finn.  That individual was fired as I was preparing to leave Phoenix.  There were too many instances when I had to text messages her found phone and another person in their office about her over stepping her boundary without the professional affiliation, education, and state licensing. I fully talked good about  the individual, as others talked of her unprofessionally. My only compliant she was not qualified to interact with clients one on one.


I have lost much in Phoenix and the housing offered has altered my life. Luckily for me FAITH is that strong and as I have lived  these days homeless in 3 states (NV-2007/2008′ 2011: AZ-2011-2012, 2014-2015: CA-2015/present): I have observed much. hence Maslow Theorem (an academic mess, with some relivant points-not to the  standard of papers/reports I have written for class and have posted). However the housing issue continues grow with me.  In 2014 I witness our nation’s façe Marine County and the city of New Orleans enforced encampment laws. In Phoenix where I was living the only homeless campus/shelter (non-faith based) began to close a portion of its campus. Leaving many homeless fewer options than before. In Phoenix great organizations like Home Inc exist to end the homeless problem in Arizona, but what about the rest of the nation.
I have tethered upon a project I term Dome Nation USA which will be Kickstarter funded by the individual people of this nation, for this nations homeless and housing population. Whereas in Phoenix the citizens of Maricopa County proved their American helping  hands by funding a homeless campus -proving their concern about the problem. Likewise I am confident Americans will donate to fund the purchases of tents, living equipment, Trespassing violations fees, etc. All of these tents will represent a collective nations concerns and push politicians locally and federally to attend to this the housing issue in the United States. These are ideals I feel can be successful, but as with all creations a persons state of mind must be clear and focus.  Also commitment and involvement from the community. Again ’Expressive Mechanism” not at work in the United States. Instead, we default to our “Coping Mechanism” and attempt individual gains. Kickstarter is an excellent interactive media that is “Expressive” and can result in collective change. But without community support from the individuals it pertains to-nothing evolves.





 I am too torn about the events of Vegas and Phoenix's and now peace just seem impossible to obtain as I put effort forward to only have "strange things' occur. Like me finally finding employment in San Diego I like and was good at. To only have all my clothes misplaced by someone in a transitioning program. That event minimized all my  effort to present myself a certain way at work. The rest of the week was no better at the transitioning shelter (two clocks different tines). However I excelled which only made me realize transitioning in this city at this tine in my life failed me. Thus I had to remove myself. And use the events of what may be intentional efforts of a sub-cultural collective like Community Bridges (regarding the navigator who was fired-handling my case and others).  Whereby the collective intentionally alters a substance, to create a deterrence within the individual. Usually this creates social humiliation. Seeming I will except this as an absolute and confront the notion of behavior modification done unethically.  From substance use, odors that exist, exist as they are. The human body biologically has 6 sense reception. Thus begin 2010 I noticed this possible deliberate attempt and simple altered it. Thus those states (CA, NV, and AZ) are the only states of the many where my usage has been consistent with 1992 original testimonial efforts. I joke at the social intent, titling it L’EAU DE GOREE CALIFORNIA, NEVADA, ARIZONA. Seeming the L’EAU DE GOREE did not start till 2010, much is left unexplained. And a social observation is thus followed by me.

 So the great thoughts or experiences any of us can offer is always going to be limited. I always thought that self -determinate actions with civil discourse, honesty and faith would be something that could alter factors. I guess not! I now look forward to repeated actions that were successful here in San Diego, but less trusting thus caring. The nurse opened my eyes to much seeming with all the substance use history, I so easily explain. Along with association being a deterrence, understanding timing of events also could be considered.  My first use of meth in California was June 2015, as someone seemed to intentionally approach me and ask for a lighter then proceeded to ask me if I wanted to smoke. I thought really, where this could possibly lead that I haven’t experienced already.  The dope was placebo quick high quick drop.  Today this individual avoids me like I don't exisit. And it all reminded me if Las Vegas 2002 fake placebo X pills found on me by an officer resulting in an arrest only for me to end up walking-but the DA informing me the event carries a 7 year statue.of limitation. By which I guess much was expected. It was rumored that fake X came from the evidence room. Observation of Substance Based Collective 1992-2015

From the year 1992, I have been observing many factors of drugs usage. At the time I was working towards a Q.C.D.C, in Washington state: yet felt that the training and rehabilitation at the time was insufficient.  Some of the leading theories of the era included, Psychotherapeutic and Coping Skills-Training Techniques (Washton M. Arnold, 1989) Motivational Counseling Techniques (Miller and Rollnick,1991), Relapse Prevention (RP) Strategies (Marlatt and Gordon,1985), and Psychodynamic Techniques (Brehm and Khantzian, 1992). Although these techniques were and still have significant function in modern drug counseling. They may fail to provide efficient abstinence.

Flectcher's work titled, "Inside Rehab".  Mrs. Flectcher concludes that many treatment programs fail because they lack a modern Evidence Based Care. “There are exceptions, but of the many thousands of treatment programs out there, most use exactly the same kind of treatment you would have received in 1950, not modern scientific approaches...". Ms. Flectcher stated that she advocates "science based practices that should form the basis of addiction treatment." These treatment practices seek to remove myths about treatment and the user. For example, Ms. Flecther stated, "...One such myth is the belief that most addicts need to go to a rehab center. The truth is that most people recover (1) completely on their own, (2) by attending self-help groups, and/or (3) by seeing a counselor or therapist individually,”( Brody, E. Jane, 2013)
Another factor contributing to insufficient substance treatment, are the characteristics of the counselor and the education requirements. In 1992, to obtain a Q.C.D.C. in the state of Washington, all a person needed was an A.A. and one year of experience as a Social and Health Program Clerk/Assistant. For selected positions in an alcohol and substance abuse program, status as a Qualified Chemical Dependency Counselor (QCDC) or equivalent is required.  The equivalency will be determined in accordance with WAC 275-19-145(1). However today, the following requirements are necessary.
  • Have a Bachelor's degree in social work, a health or social science, public administration or a related field; and three years of professional experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs.
  • Pass the Washington State Certified Adviser Examination in risk assessment, ethics and appropriate screening using the global assessment of functioning scale, client referral and Washington State law
  • Have a written supervisory agreement
  • Additional qualifying experience will substitute, year for year, for the required education, except for a QCDC requirement. (Washington State Board of Health, Chapter 18.19 RCW)
In 1994 while attending the University of New Mexico, I came across the term "sub-cultural substance based collectives". This term is meant to detail the social consequences of drug usage that were not socially penal in nature-but socially assemblage.  Such collectives (especially with the distortion of sensory reception) easily manipulate social symbolic processes, which incite cohesion. The term Self-fulfilling prophecy, suggest how we as a society affect how others view themselves. Yet when Sub-cultural substance based collectives, utilize social processes of expectations:they collective make truth of actions the possibilities of probability of the unconscious and conscious actions. (Walden, Chris, 2011)
Sub-cultural substance based collectives, create a collective identity.  In  Dr. Clairissa D. Breen's work, titled "The Case for Collective Hate: Simulating the Formation of Hate Groups", Breen stateds that, "One key factor in human group formation is an overt or developed collective identity that draws the individuals together and maintains the group‟s cohesiveness (Jasper and Poulsen, 1995: Polletta and Jasper, 2001: Jacobs and Potter, 1998; Hamm, 2004: McVeigh, 2006: Berbrier, 1998) ...Part of the formation of such groups is the call for membership based on this identity or identifying characteristics (Useem, 1972: Jasper and Poulsen, 1995: Langman, 2005: Jasper and Polletta, 2001: Berbrier, 1998).
As a converse method of sub-cultural substance based collectives agenda, to either ridicule users or to internal reward within a functioning usage mechanism. I have observed dramalogical expressive like performances. For example last week while coming down, I observed a unknown to me young man-who sat next to me in the courtyard of a DRC/NG and began to dramatically present the pain and butchery nature of a junkie meth user. His performance was isolated and directed towards me as I sat quietly recalling similar performances from  Angel Thurman in Phoenix, Arizona.  I recorded one of Angels actions and posted it on Youtube "Sneaking Out Da Window-paul goree". https://youtu.be/-O--G-fAnAA
I have observed from 1999-2015 similar actions in the state of Nevada (Las Vegas), Arizona (Phoenix) and California (San Diego). These collective dramalogical performances seems to have not been observable from 1992-1998 in Ohio, Washington, Missouri, or New Mexico. These collective expressions suggest that there does seem to be a sub-cultural meth collective-which seeks to annoy users with guilt, humiliation, paranoia, primarily for the purpose of  cessation of substance usage. Their method is unethical and violates user civil rights without correct enforcement.
In Phoenix Margret Finn heads a project which is for categorical HUD grants (HOPWA).  A separate fraction of the program (for deemed clients) servers as an substance treatment for extreme out of control user at South West Behavioral Service (per Johnny Garcia). Margret Finn and Johnny Garcia carelessly place individuals together as roommate, thus providing a hostile environment for those who were not users or sought cessation.  Also Community Bridges has a substance abuse program that hires prior users of method etc. Offering them quasi case manager positions as navigators. One such navigator was assigned to me Dec 2014-May 2015. She was fired May 2015 and was a mal factor to me seeming she violated several codes of case management and was associated with Margret Finn (conflict of interest) seeming I have posted blogs of Mrs. Finn and her neglect and civil liberties violations from 11/2012-7/2013 when she and J. Garcia were my case managers navigator from SWBS.
It has been suggested that characters like the two person mention above. Intentionally seek to create a hostile environment, while sub-culturally using intimidation factors of guilt to modify behavior. These persons themselves were once users, and or subjectively identify with sub-cultural animosity towards user.

This is the ongoing details regarding the neglected actions and defamations of South West Behavioral Services case manager Margaret Finn. Till date 4 years have elapses and still no conclusion or actions have been taken against Margaret Finn. Margret Finn herself has failed to acknowledge her wrongful actions, and there effect upon client Paul Goree. Thus I will continue to disclosure valuable details of the events as they occurred from Nov 2012 to the present.

In is imperative that all case managers and civic personal that interact with citizens, understand the affect they have on an individual. Deceptive behavior and expression, not only cause confusion for clients, but also reflect upon inter civic departments.  For example, Margret Finn has cost the state of ARIZONA and CALIFORNIA, valuable social service dollars, as I continue to be unable to progress forward without CLOSURE of her actions.  I think Mrs. Finn fully needs to understand the doubt she has cast upon other interlinked departments, such as the Phoenix Police Department is detrimental to the social collective.

“There is a police/social work partnerships that serve as a community response to crisis situations signaled by calls for police service.” (Charles W. Dean, Ph.D., University of North Carolina). The importance of the police/case management partnership is to provide communicational link by which the police department aids in the socio-factors of development for the client. These factors are within the environment of the client’s placement. And aid the police department as the officers secure a safety-productive environment not only for the client, but for the general society.

November 2012, Margaret Finn’s clients Paul Goree and Angel Thurman had an incident with the Phoenix Police Department. Client Angel Thurman called 911, and made a complaint against client Paul Goree. The complaint expressed notions that Paul Goree had threaten Angel Thurman with several knives. The 911 dispatched 5 Phoenix Police units to 4802 N 19th Ave, Phoenix, AZ 85015. The police officer after securing the apartment and gathering the report, concluded by providing a CIVIC 101 Lesson of appropriate usage of 911 services to Angel Thurman. The officer then requested the name and phone number of the case manager: Johnny Garcia/Margaret Finn South West Behavioral Services. Finally the officer informed me as he wrote upon his report, that he would be requesting a SEPARATION INTERVENTION, seeming he had concluded that Thurman and Goree’s living arrangement was not going to be practical: and would only result in repeat incidences.

I agreed with the officer and later reflected upon the monetary cost, Angel Thurman’s false phone call cost the city of Phoenix. That cost also includes the 2 later complaints (December 2012 and February 2013).  Three 911 calls to the Phoenix Police Department, expressing complaints from Angel Thurman about the living discomfort both he and I were experiencing. Yet not one intervention from Margret Finn and South West Behavioral Services.

When I confronted Margaret Finn with questions as to why she nor Johnny Garcia intervene as the Phoenix Police Department had requested, she replied, “She had not received any police reports or incident reports from the Police Department.” Once again Margret Finn lies to conceal her unethical manners.  I questioned whether Mrs. Finn actually expects me to believe that the Phoenix Police Department is lying. This is the type of character flaw that should to be examine regarding Mrs. Finns conduct as a case manager.


The 911 calls and the corresponding police reports can easily be pulled to provide the evidence needed to conclude Margaret Finns and South West Behavioral Services neglect. Had Mrs. Finn attended to the 3 police interventions ranging from November 2012 thru February 2013, I would have been placed in a different environment, and proceed forward productively.  At this point, I will seek legal representation against Mrs. Finn and South West Behavioral Services. I think Mrs. Finn does not fully understand the importance of her position as if affects the lives of others and incurred financial expenses and continued dependency upon social services, effecting the state’s economic security.
